Request for Proposal (RFP) for Exterior Painting Services at Corner Schoolhouse  

SECTION ONE – GENERAL INFORMATION  

Introduction  

The Town of Grand Isle is seeking proposals from experienced and qualified contractors for the exterior painting of the Corner Schoolhouse located at US Route 2 Grand Isle, Vermont 05458. This project aims to improve the visual appeal, protect building surfaces from weather damage, and extend the facility’s lifespan with high-quality, professional painting.  

The Town of Grand Isle is committed to selecting a contractor with proven experience with similar projects, follows industry best practices, and ensures a clean, safe work environment. All work must meet the standards outlined in the Scope of Work.  

Background  

The Corner Schoolhouse was built in 1814 by James Griswold, master carpenter and joiner. As early as 1900, it was known as the ‘Corners’ Schoolhouse and is also known as the “Block Schoolhouse.” It was constructed of foot-thick squared-off logs which can be viewed through a stove air vent on the outside south wall. Timbers were laid like a log cabin with lime and sand mortar. One-and-a-half inch thick planks were nailed vertically on the outside of the logs and clapboards were nailed onto the planks. Alterations were made in the 1930’s to conform to the state standards of larger windows and the addition of electricity. A study by the University of Vermont in 1989 revealed the original color was yellow ochre. 

Originally, it was located one-quarter mile east of Grand Isle Corners on the south side of the road now known as East Shore Road North. It was moved to the grounds of the Grand Isle Elementary school in 1954 and became a functional school building. 

In 2003 the Grand Isle School Board donated the building to the Grand Isle Historical Society. In an effort to provide the public an opportunity to view the building, it was moved in late November that same year to its present location. It is open to the public during summer hours. 

SECTION TWO – SCOPE OF WORK  

Primary Scope: Exterior Painting Services  

  1. Surface Preparation: – Clean all exterior surfaces (walls, doors, trim, etc.) using pressure washing to remove dirt, mold, and debris. – Repair cracks, holes, or other imperfections on the building façade. – Remove any loose or peeling paint and apply primer where necessary to ensure proper adhesion of new paint. Loose or peeling paint should be tested for lead and lead abatement procedures followed in the event testing indicates lead is present.  
  2. Painting Specifications: – Use high-quality, weather-resistant, UV-protective paint to withstand environmental exposure. – Apply at least two coats of paint for an even and professional finish. – Paint all exterior doors, window frames, trims, and other building features to ensure a uniform appearance. – Coordinate with Town officials to select colors or match existing palettes.  
  3. Safety, Protection, and Cleanup: – Protect adjacent landscaping, sidewalks, and non-paintable surfaces with tarps or plastic coverings. – Maintain safety by securing ladders, scaffolding, and tools when not in use. – Perform daily cleanups to ensure the site remains presentable and safe throughout the project. – After the project, remove all tools, materials, and equipment and leave the site clean and orderly.

SECTION THREE – CLEANUP AND SITE MANAGEMENT  

  1. Daily Cleanup: At the end of each day, all tools, ladders, and materials must be properly stored in a safe, designated area. The site must always remain orderly and presentable to ensure public safety.  
  2. Final Cleanup: Remove all equipment, materials, and debris from the site upon project completion. Ensure all painted areas are free of drips, stains, or imperfections and ready for immediate use. Conduct a final walkthrough to verify work completion and address any last-minute touchups or concerns.  

SECTION FOUR – INSURANCE REQUIREMENTS 

Contractors must maintain Commercial General Liability insurance throughout the project term and provide renewal certificates within 10 days of policy expiration. The insurance policy must have at least the following coverage requirements: $1,000,000 per occurrence/$2,000,000 aggregate. All insurance must be written by companies authorized to operate in Vermont. Certificates of Insurance must list the Town of Grand Isle as an additional insured.  

SECTION FIVE – EVALUATION CRITERIA  

Proposals will be evaluated based on the following criteria:  

  • Experience and Qualifications of the contractor  
  • Project Plan and Timeline 
  • Materials and Warranty  
  • Cost Proposal- cost effectiveness  
  • References and past project success  
  • Insurance Compliance  

SECTION SIX – PROJECT TIMELINE  

RFP Issuance Date: April 22, 2025 

Proposal Submission Deadline: June 2, 2025 by 3:00pm 

Anticipated Contract Award: June 2, 2025 

Project Start Date:  Upon execution of contract 

Expected Completion Date: July 31, 2025 

SECTION SEVEN – TERMS AND CONDITIONS  

The Town of Grand Isle reserves the right to accept or reject any or all proposals, waive formalities, and select the best solution. All proposals become the property of the Town upon submission. The contractor is responsible for all costs associated with preparing and submitting the proposal.  

SECTION EIGHT – SUBMISSION INSTRUCTIONS  

Proposals must be submitted by 3:00 pm,Monday, June 2, 2025

Proposals shall be submitted no later than the above-stated date and time. At that time, they will be publicly acknowledged and accepted. It is the sole responsibility of the contractor to ensure that this proposal is in the Town Office of the Town of Grand Isle before the expiration of the time and date above. Any proposal received after the expiration of the time and date will not be considered upon consideration of the proposals. The Town of Grand Isle reserves the right to accept or reject any and all proposals, waive technicalities, and make any investigation deemed necessary concerning the contractor’s ability to provide the services as covered by the specification and to accept what is most advantageous.
