 Request for Proposals (RFP): Website Design and Hosting Services 

I. Introduction
The Town of Grand Isle, VT is requesting proposals from qualified and experienced vendors to redesign its existing website to be more user-friendly, with fully searchable archives and fillable forms for permitting processes. This project aims to enhance the online experience for residents and visitors, making information and services more accessible.

II. Project Goals and Objectives

• Improve user experience and accessibility. 

• Implement fully searchable archives for easy access to historical documents. 

• Integrate fillable forms for permitting processes to streamline administrative tasks. 

• Improve ease of updating information on the site.  

III. Scope of Work

A. Design Requirements:  

1. 1. Modern, intuitive design that reflects the town’s identity.  
   2. Mobile-friendly and responsive layout. 
   3. Enhanced navigation and search functionality.
   4. Fillable forms for permitting. 

B. Hosting Requirements: 

1. 1. Reliable and secure hosting services.  
   2. High uptime guarantee.  
   3. Scalable solutions to accommodate future growth.  

C. Technical Requirements

1. 1. Preferred platforms and CMS.  
   2. Integration with existing systems and databases.  
   3. Compliance with web accessibility standards (e.g., WCAG 2.1).  

IV. Timeline

• RFP Issuance Date: July 21, 2025  

• Proposal Submission Deadline: August 15, 2025 3:00 pm 

• Anticipated Contract Award: August 18, 2025  

• Project Start Date: Upon award of contract

VII. Terms and Conditions
The Town of Grand Isle reserves the right to accept or reject any or all proposals, waive formalities, and select the best solution. All proposals become the property of the Town upon submission. The vendor is responsible for all costs associated with preparing and submitting the proposal.

Proposals shall be submitted no later than the above-stated date and time. At that time, they will be publicly acknowledged and accepted. It is the sole responsibility of the vendor to ensure that this proposal is in the Town Office of the Town of Grand Isle before the expiration of the time and date above. Any proposal received after the expiration of the time and date will not be considered. The Town of Grand Isle reserves the right to accept or reject any and all proposals, waive technicalities, and make any investigation deemed necessary concerning the vendor’s ability to provide the services as covered by the specification and to accept what is most advantageous.
