Request for Proposals (RFP): Energy Resiliency Upgrades
I. Introduction
The Town of Grand Isle is requesting proposals from qualified and licensed contractors to complete energy resiliency upgrades at two municipal facilities: the Grand Isle Free Library and the Grand Isle Fire Department. This project is fully funded through a $500,000 grant from the Vermont Buildings and General Services Municipal Energy Resilience Program (MERP). The Town anticipates engaging multiple contractors across different specialty areas to complete the project, and as such, please reference the numbering in this RFP in your quotes.
II. Scope of Work
Grand Isle Free Library:
- New furnace
- Replace insulation
- Restore or replace windows
- Interior LED lighting
- Replace DHW heater
- Replace aerators, insulate hot water lines
- Electrical panel upgrade
- Solar array with roof work and generator
The Grand Isle Free Library was constructed in 1911 and is a 914 sq. ft building on the Vermont State Historical Registry, and thus under Vermont Department of Historic Preservation (VDHP) project review, particularly around determining restoration and/or replacement of windows, and additionally, with the installation of exterior wall insulation. Quotes and proposals for window and insulation related work should expect to fall under VDHP project review. The Project Review has already been submitted by the Grant Administrator, who will communicate any further partnership with VDHP. The above scope of work was identified by a recent Energy Resiliency Assessment.
Grand Isle Fire Department:
- Replace aerators
- Replace refrigerator
- Replace DHW heater to remove propane water heater with electric tankless.
- Improve air sealing to achieve ACH50 rate of 4.9 or lower:
The Grand Isle Fire Department was constructed in 2018 and has several energy efficient and resilient designs already. However, the above scope of work was identified by a recent Energy Resiliency Assessment.
III. Proposal Submission Requirements
Interested contractors must submit:
– Company profile
– Approach and timeline
– Cost estimate
– Proof of licensing/insurance/certifications
– At least 3 professional references
Note: While general contractors are certainly encouraged, it is not expected that a single contractor will complete all aspects of the work. Multiple contractors will likely be selected based on specialization.
IV. Evaluation Criteria
Criteria include: Experience (25), Approach (20), Cost (20), Timeline (15), References (10), Certifications (10)
– Total: 100 points.
V. Funding Source
This project is fully funded through the Municipal Energy Resilience Program (MERP) grant administered by the Vermont Department of Buildings and General Services. All contractors must comply with grant requirements, listed here.
VI. Project Timeline
RFP Issuance Date: May 20, 2025
Proposal Submission Deadline: July 11, 2025 by 3:00pm
Anticipated Contract Award: July 15, 2025
Project Start Date: Upon execution of contract
Expected Completion Date: December 31, 2026
VII. Terms and Conditions
The Town of Grand Isle reserves the right to accept or reject any or all proposals, waive formalities, and select the best solution. All proposals become the property of the Town upon submission. The contractor is responsible for all costs associated with preparing and submitting the proposal.

Proposals shall be submitted no later than the above-stated date and time. At that time, they will be publicly acknowledged and accepted. It is the sole responsibility of the contractor to ensure that this proposal is in the Town Office of the Town of Grand Isle before the expiration of the time and date above. Any proposal received after the expiration of the time and date will not be considered upon consideration of the proposals. The Town of Grand Isle reserves the right to accept or reject any and all proposals, waive technicalities, and make any investigation deemed necessary concerning the contractor’s ability to provide the services as covered by the specification and to accept what is most advantageous.
